जगदलपुर। बस्तर संभाग के कमिश्नर धनंजय देवांगन की अध्यक्षता में आज कमिश्नर कार्यालय सभाकक्ष में समीक्षा बैठक हुई। कमिश्नर ने वन अधिकार अधिनियम के तहत् वन अधिकार पत्र वितरण के संबंध में विस्तृत जानकारी के लिए बस्तर संभाग के सभी जिलों में वन विभाग, राजस्व विभाग और आदिमजाति कल्याण विभाग के अधिकारियों की जिला स्तरीय कार्यशाला आयोजित करने के निर्देश दिए है। बैठक में बस्तर संभाग के सभी सातों जिलों के कलेक्टर एवं अपर कलेक्टर, जिला पंचायत के मुख्य कार्यपालन अधिकारी, वन विभाग, आदिमजाति कल्याण विभाग के अधिकारीगण मौजूद थे।
कमिश्नर श्री देवांगन ने कहा कि वन अधिकार अधिनियम 2006 के अनुसार पात्र हितग्राही लाभ से वंचित न रहें यह अनिवार्य रूप से सुनिष्चित करने के निर्देष दिए। कमिश्नर ने कहा कि वन अधिकार पत्र के प्रकरणों का शीघ्र निराकरण करें। प्रत्येक ग्राम पंचायतों के लिए ग्राम स्तरीय समिति गठित करा लिए जाएं। उन्होंने बताया कि मूलभूत सुविधाओं जैसे-पी.एच.ई. विभाग द्वारा पीने की साफ पानी के लिए पाईप लाइन लगाना, अपारम्परिक ऊर्जा स्त्रोत, कौशल उन्नयन, सड़क निर्माण और सामूदायिक केन्द्र निर्माण का कार्य अधिनियम के अनुसार किया जा सकता है।
कमिश्नर श्री देवांगन ने सभी सातों जिलों में वन अधिकार पत्र वितरण के संबंध में जानकारी ली और लंबित प्रकरणों को शीघ्र निराकरण कराने के निर्देश कलेक्टरों को दिए है। उन्होंने कहा कि अधिनियम में अन्य परम्परागत निवासियों को भी वन अधिकार पत्र का अधिकार दिया गया है। उन्होंने संभाग के सभी ग्राम सभाओं को सशक्त बनाने के साथ ही अभिलेखों को दूरूस्त रखने के निर्देश दिए हैं। कमिश्नर ने बैठक के लिए सही जानकारी नहीं भेजने वाले अधिकारियों के प्रति नाराजगी जाहिर की। उन्होंने सर्वसम्बधितों को बैठक के लिए समय पर सही जानकारी भेजने और सही जानकारी लेकर ही बैठक में आने के निर्देष दिए।
कमिश्नर श्री देवांगन ने बस्तर संभाग के सभी जिलों में 15 जनवरी तक प्रधानमंत्री ग्राम सड़क योजना के तहत सड़क निर्माण के लिए निर्धारित लक्ष्य को पूरा करने के निर्देश दिए। उन्होंने बस्तर एवं दक्षिण क्षेत्र आदिवासी विकास प्राधिकरण, लोक सेवा गारंटी अधिनियम, राजस्व प्रकरणों जिसमें नामांकन, बटवारा के प्रकरण, छात्रवृति वितरण, पेंशन प्रकरण, जल संसाधन विभाग द्वारा सिंचाई सुविधा के लिए केनाल निर्माण और श्रम विभाग के हितग्राही मूलक योजनाओं के तहत वितरित की जाने वाली सहायता एवं सामग्री वितरण कार्य की गहन समीक्षा की और संबंधित अधिकारियों को समय सीमा में लक्ष्य को पूरा करने के निर्देश दिए।
