बीजापुर। बीजापुर जिले से स्वास्थ्य विभाग की एक बड़ी लापरवाही सामने आयी है। नेशनल हाईवे से वृद्ध महिला के शव को खटिये में ढोकर ले जाने का मामला अभी शांत भी नहीं हुआ था कि इसी बीच ऑक्सीजन खत्म हो जाने से 5 साल की मासूम बच्ची की मौत खबर आ रही है।

माटवाड़ा आश्रम में पहली कक्षा में पढ़ रही बुलबुल कुड़ियम कुछ दिनों से निमोनिया की बीमारी से पीड़ित थी। जिसका ईलाज बीजापुर जिला अस्पताल में चल रहा था। नाजुक हालत को देखते हुए आज 3 बजे एम्बुलेंस में ऑक्सीजन सपोर्ट सिस्टम के साथ बुलबुल को मेडिकल कालेज जगदलपुर रेफर कर दिया गया। लेकिन जगदलपुर पहुचने से पहले ही नेशनल हाईवे क्रमांक 63 में तोकापाल के पास सिलेंडर में ऑक्सीजन खत्म हो जाने से बुलबुल की मौत हो गई। परिजनों ने बुलबुल की मौत के लिए स्वस्थ्य विभाग को जिम्मेदार ठहराया है।

बुलबुल के पिता चमरू कुडियम के अनुसार माटवाड़ा बालिका आश्रम में बीमार बुलबुल को पिता अपने साथ तोयनार ले आये और तोयनार में ही इलाज कराते रहे। बुधवार को तबियत ज्यादा खराब होता देख मोटरसाइकिल की मदद से जिला अस्पताल बीजापुर लाया गया जहां ईलाज शुरू किया गया लेकिन बीमार बुलबुल की हालत में सुधार होने की बजाय तबियत ज्यादा खराब होने लगी थी। आज 3 बजे गंभीर हालत में बुलबुल को एम्बुलेंस से ऑक्सीजन सपोर्ट सिस्टम में महज एक वाहन चालक के भरोसे परिजनों को मेड़िकल कॉलेज डिमरापाल के लिए रवाना कर दिया।

स्वास्थ्य विभाग की बड़ी लापरवाही बस्तर जिले के तोकापाल स्वास्थ्य केन्द्र पहुंचते ही उजागर हो गई, जब बुलबुल को साँसों के लिए लगाए गए सिलेंडर में ऑक्सीजन गैस खत्म हो गई। एम्बुलेंस के वाहन चालक ने नजदीकी स्वस्थ्य केंद्र तोकापाल में मदद भी मांगी लेंकिन कोई मदद नहीं मिली। हॉस्पिटल में मौजूद स्वास्थ्य कर्मी द्वारा जिम्मेदार अधिकारियों के नहीं होने का हवाला देकर ऑक्सीजन सिलेंडर देने से मना कर दिया गया। एम्बुलेंस चालक ने मासूम बुलबुल और परिजनों के साथ मेड़िकल कॉलेज जाने का निर्णय लिया लेंकिन तब तक बहुत देर हो चुकी थी, मेड़िकल कॉलेज डिमरापाल पहुँचने पर उपस्थित चिकित्सकों द्वारा मासूम बुलबुल की नब्ज़ टटोलकर उसके मृत होने की पुष्टि की गई। चिकित्सकों ने परिजनों को बताया कि तकरीबन आधे घंटे पहले ही बुलबुल की सांसे थम गई याने की उसकी मौत हो चुकी है।

आप अंदाजा लगा सकते हैं कि कैसे बिना तकनीशियन के एम्बुलेंस में गंभीर मरीज को भेजा जाता है, संबंधित डॉक्टर्स द्वारा ये भी जांच नहीं किया गया कि ऑक्सीजन सिलेंडर में क्या पर्याप्त ऑक्सीजन है कि मेड़िकल कॉलेज तक बुलबुल की सांसे चल सकें..?? अधिकारियों की लापरवाही और अनदेखी का ही नतीजा है कि आज बुलबुल जैसी 5 साल की मासूम बच्ची ने गैरजिम्मेदार, लापरवाह अधिकारी और भ्रष्ट तंत्र के सामने दम तोड़ दिया है।

मासूम बुलबुल का शव गृहग्राम तोयनार लाया गया है, शव के पहुंचते ही बुलबुल को देखते ही पूरा गांव गमगीन हो गया है। बुलबुल के गांव तोयनार पेरमापारा में मातम पसरा हुआ है। पिता चमरू कुडियम और माता सरिता कुडियम शव को गोद मे लिए सिस्टम की गलती का रोना रो रहे हैं।

इस पूरे मामले में मुख्य चिकित्सा एवं स्वास्थ्य अधिकारी बीजापुर डॉ. बी.आर. पुजारी ने cgtimes.in की टीम को बताया कि रेफर करने के वक़्त बुलबुल की हालत नाजुक थी, मौत की खबर मुझे मिली है, ऑक्सीजन खत्म होने से मृत्यु हुई या अन्य कोई कारण है इसकी जानकारी टेक्निशन से लेकर ही बता पाऊंगा।
